The construction project of the rosin lac processing production line of Shuangjiang Yuye Linhua Co., Ltd. is based on the "Interim Measures for the Acceptance of Environmental Protection for the Completion of Construction Projects", the technical specifications for the acceptance of environmental protection for the completion of construction projects, the environmental impact assessment report of this project and the Lincang Environmental Protection Bureau (Lin Huan Shen [2016] No. 47) approval. On June 9, 2019, Shuangjiang Yuye Linhua Co., Ltd. organized the environmental protection acceptance work for the completion of the construction project. 5. Project Content and Scale: The planned land area of the project is 98666.67 ㎡,148 mu (including 48 mu of construction land and 100 mu of lac insect breeding base). The main construction content of the construction land is the main project (the production workshop is mainly rosin production workshop, lac production workshop and lac insect breeding base, with a construction area of 10000 ㎡); Public and auxiliary works (water supply, drainage, power supply, heating, boiler room, office building); storage and transportation works (storage tanks, grease storage tanks, warehouses, transportation); environmental protection works (sewage treatment works, waste gas treatment works, solid waste treatment works). The project will build two production lines of rosin and shellac. The rosin production line uses turpentine as raw material to produce rosin and turpentine. The shellac production line uses shellac resin as raw material to produce shellac. The production capacity of the project is: rosin 20000t/a and shellac 2000t/a; 100 mu of lac insect breeding forest.
Environmental protection measures taken by 2. projects
Waste water treatment measures: rain and sewage diversion is implemented in the project. The waste water of the project is mainly production waste water and domestic sewage, including dissolved waste water, clarified waste water, distilled waste water from rosin production line and color washing waste water from lac production line. Among them, the domestic sewage enters the rosin production wastewater treatment station after sedimentation treatment in septic tank. The rosin wastewater is treated by pretreatment A/O (section A is anaerobic, and section O is treated by biological contact oxidation enhanced treatment). The treatment scale is 20m/d, and the shellac wastewater is treated by "coagulation sedimentation" and the treatment scale is 80m/d. The treated lac wastewater and rosin production wastewater are jointly discharged into the clean water tank and then discharged, and finally enter the Mengmeng River.
Waste gas treatment measures: the organized waste gas generated by the project mainly comes from the combustion waste gas of the heat-conducting oil boiler. The model of the heat-conducting oil boiler of the project is YLW-2300T, using lignite as fuel, and the main pollutants are smoke, SO2, nitrogen oxides, mercury and its compounds, etc. The exhaust gas from boiler combustion is discharged from the 25m high chimney after being treated by the water film dust removal facility set up in the project.
A certain amount of process waste gas will be produced during the production and storage of the project rosin, mainly non-condensable gas produced during the distillation of turpentine, with aromatic flavor, moderate volatilization rate and unorganized emission. Exhaust gas emissions from turpentine and ethanol breathing ports are divided into "small breathing" losses and "large breathing" losses, both of which are unorganized emissions. The project has 3 storage tanks with volumes of 60m ³, 40m ³ and 40m ³ respectively. The project has set up 2 sets of sewage treatment equipment. The sewage treatment station will produce stench during operation and discharge it in an unorganized form.
Noise control measures: noise mainly comes from pumps, air compressors, blowers, induced draft fans, crushers and other equipment. The production equipment of the project is placed indoors, and the equipment reduces the impact of noise on the outside world through noise reduction measures such as foundation vibration reduction and closed plant.
Solid waste treatment measures: solid waste mainly includes boiler slag, dust removal ash, production residue, sludge from sewage treatment station and domestic waste. After unified collection, boiler slag and dust removal ash are entrusted to Shuangjiang Beihe Shale Brick Factory for regular removal and transportation as raw materials. Domestic waste is entrusted to Yunnan Meicheng Environmental Sanitation Co., Ltd. for removal and disposal. After a period of operation, the sewage treatment station of the project will produce a certain amount of sludge, which is temporarily piled in the sludge, anti-seepage structure is adopted at the bottom and around the storage tank. Due to the short operation time of the sewage treatment station of the project, no sludge has been produced yet. The construction unit promises to entrust a qualified unit for disposal when the sludge produced by the sewage treatment station reaches a certain amount. A small amount of waste oil will be generated from the maintenance of mechanical equipment in the machine repair workshop of the project, which will be collected in a special barrel for waste oil and placed in the machine repair workshop. Some of the waste oil will be used for lubrication and chain cleaning of equipment in the project, and the remaining part and residue will be deposited to a certain amount and entrusted to a unit with hazardous waste disposal qualification for disposal. The solid waste disposal rate reached 100 per cent.
